Richard P. De Angelis, Jr.

Richard De Angelis focuses his practice in the areas of real property taxation, redevelopment and eminent domain matters.

Mr. De Angelis was the lead attorney in the precedent-setting decision, Harrison Redevelopment Authority v. DeRose, 398 N.J. Super. 361 (App. Div. 2008), which ensured that New Jersey property owners receive full and complete notice of a redevelopment designation and the consequences thereof before a municipality is authorized to acquire their property through eminent domain.  He has also represented property owners in successfully challenging redevelopment designations thereby protecting their property from condemnation and in receiving maximum value for their properties acquired by local redevelopment agencies.

Since being admitted in 1998, Mr. De Angelis has maintained an active tax appeal practice representing both property owners and municipalities.  He currently serves as Special Counsel for real property tax appeals for the Township of Randolph in Morris County and the Borough of Roseland in Essex County.

Mr. De Angelis has also served in other governmental positions at the local and state levels.  He served as associate municipal attorney in Phillipsburg (Warren County), Lyndhurst (Bergen County) and Jefferson (Morris County) on a variety of matters, including land use, condemnation, licensing and real property tax appeals.  He also served as Special Counsel to Acting Governor Donald DiFrancesco of New Jersey in 2001, during which time he advised the Acting Governor and members of the senior staff on legal issues related to government ethics, employee conduct and communications. He also participated in vetting prospective cabinet nominees.

Before joining McKirdy & Riskin, Mr. De Angelis had an active land use practice in which he represented clients, including Fortune 100 companies, before municipal governing bodies and land use boards in securing necessary development approvals.
